In this public notice, the Shandong Provincial Department of Ecology and Environment, in its “Notice on Issuing the List of Enterprises Required to Undergo Mandatory Cleaner Production Audits in 2024” (Document No. Lu Huan Zi [2024] No. 48), mandates the implementation of cleaner production audit activities.
II. Emissions of Pollutants
1. Flue gases generated from the internal mixer, calendering, and vulcanization processes primarily contain total non-methane hydrocarbons. After collection and purification, emissions comply with regulatory standards, with concentrations below 10 mg/m³.
2. Hazardous waste primarily consists of waste lubricating oil generated by equipment such as internal mixers, with an annual production volume of approximately 25 tonnes, which is disposed of by a licensed hazardous waste treatment facility.
III. Major Energy Consumption Overview
1. Steam is primarily used in tire manufacturing and currently accounts for an annual heat consumption of approximately 1,155,411 GJ.
2. Electrical energy, used for all power-driven equipment and other applications, currently accounts for approximately 196.5 million kWh per year.
IV. Status of Risk Prevention and Control Measures
1. Level-1 Prevention and Control Measures
(1) A circular trench shall be added at the plant boundary of each production unit, and a stormwater–wastewater switching system shall be installed.
(2) A 1-meter‑high containment dike shall be installed at the tank farm boundary, and the tank farm floor shall be renovated to a non‑sparking flooring system.
2. Secondary Prevention and Control Measures
The project includes two 200 m³ emergency containment ponds, ensuring that wastewater does not discharge externally in the event of an accident.
3. Tier-3 Prevention and Control Measures
Cut-off measures will be installed at the plant’s combined wastewater and stormwater discharge outlets to prevent process materials from entering surface water bodies via the stormwater and wastewater pipelines in the event of an accident.
4. Environmental risks primarily refer to fire and explosion incidents caused by the leakage or ignition of oil products and sulfur. Mitigation and response measures encompass both internal and external actions. Internal measures include containment, isolation, absorption, automatic alarm systems, and monitoring equipment. External measures comprise public evacuation, installation of warning signs, emergency water supply, and emergency medical services.
