First Public Notice of Public Participation in the Environmental Impact Assessment

In accordance with the Measures for Public Participation in Environmental Impact Assessment (Order No. 4 of the Ministry of Ecology and Environment) and relevant national environmental protection laws and regulations, Shandong Hengfeng Rubber & Plastics Co., Ltd.’s project to produce 8,500 tons per year of LDPE plastic film and 160 tons per year of LDPE plastic film bags is required to conduct public participation in the environmental impact assessment, so as to ascertain the public’s attitudes toward the project and to solicit their opinions and suggestions on its environmental protection measures, thereby subjecting the project to public oversight.

I. Project Overview

(1) Project Name: 8,500-ton-per-year LDPE plastic film and 160-ton-per-year LDPE plastic film bag project

(2) Construction Site: Economic Development Zone, Dawang Town, Guangrao County

(3) Project Scope: The project is located on the south side of the northern plant area of Shandong Hengfeng Rubber & Plastics Co., Ltd., within the Dawang Town Economic Development Zone in Guangrao County. It will utilize 5,253.5 square meters of existing idle workshop space on the premises and acquire three sets of plastic pelletizing machines, six sets of three‑layer co‑extrusion blown‑film lines, and one set of bag‑making equipment (used for manufacturing thin‑film bags), totaling ten units/sets. Using purchased LDPE resin pellets and color masterbatches, along with collected waste LDPE film generated within the plant—originally used as a physical barrier in tire‑tread laminates but damaged during the stripping process—the project will produce 8,500 tons per year of LDPE plastic film (0.09 mm thick) through the following process sequence: “thermoplastic melting → extrusion → cooling → pelletizing → drying and dehydration → LDPE pelletization → hot‑melt plasticization → co‑extrusion lamination → blow‑molding → traction and winding.” Additionally, 160 tons of LDPE plastic film will be processed via bag‑making equipment to produce 160 tons of 0.09‑mm LDPE plastic bags, with no edge or scrap generated. All of these products will be used internally for isolating tire‑tread laminates and for small‑batch packaging in the tire‑manufacturing operations.
