Environmental Information Disclosure of Shandong Hengfeng Rubber & Plastics Co., Ltd.

The company’s exhaust‑gas and odor‑pollution control project primarily addresses the odorous emissions generated during the internal mixing and vulcanization processes. The SQU resonant quantum synergistic deodorization technology is employed for treatment. For the internal mixing process, the flue gas treatment capacity covers four rubber‑mixing production lines, with a total of 28 sets of odor‑control equipment, collection ductwork, and sealing systems, achieving an overall air‑handling rate of 840,000 cubic meters per hour. For the vulcanization process, the flue‑gas and odor collection and treatment system serves nine all‑steel and five semi‑steel vulcanization trenches, equipped with 26 sets of odor‑treatment units, collection ducts, and sealing systems, with a combined air‑handling capacity of 720,000 cubic meters per hour. The system is currently in normal operation, and sampling and testing have been commissioned to the Dongying Municipal Environmental Monitoring Station. According to the test report, the treated exhaust‑gas parameters meet or exceed the emission standards.

Company Address: Economic Development Zone, Dawang Town, Guangrao County Contact Information: 0546-6893242

Business Scope: Manufacturing and sales of all‑steel radial tires, semi‑steel radial tires, automotive inner and outer tubes, and tube-type tires; sales of natural rubber, synthetic rubber, reclaimed rubber, and rubber raw materials; and approved self‑operated import and export business. (The foregoing activities do not include precursor chemicals, highly toxic substances, or flammable and explosive hazardous chemicals.) (For items requiring approval under applicable laws, operations may be conducted only upon obtaining the requisite approvals from the relevant authorities.)

Production capacity: 2 million sets of all-steel radial tires per year and 6 million sets of semi-steel radial tires per year.

II. Wastewater Discharge Information

Major pollutants: particulate matter, flue gas, and wastewater.

Emission standards for pollutants:

Comprehensive Emission Standard for Air Pollutants, GB 16297–1996

Emission Standard for Pollutants from the Rubber Products Industry, GB 27632–2011

Emission Standard for Odorous Pollutants, GB 14554–1993

Total wastewater discharge: COD ≤ 24.6 tons/year; Ammonia nitrogen ≤ 2.38 tons/year.

Exhaust emission concentrations: particulate matter ≤ 10 mg/m³, total non-methane hydrocarbons ≤ 10 mg/m³, odor concentration 2000 (dimensionless).

Emission methods: 1. Dust: Exhaust gases from kneading and calendering are collected by hoods, passed through baghouse dust collectors for removal of particulate matter, and then treated by an SQU resonant quantum synergistic deodorization unit before being discharged through a 30-meter-high stack. 2. Sulfur‑containing flue gas is collected by hoods, treated by the SQU resonant quantum synergistic deodorization unit, and discharged through a 20-meter-high stack.

Number and distribution of discharge outlets: 28 at the mixing stage, 8 at the extrusion stage, and 26 at the vulcanization stage.

III. Construction and Operation of Pollution Prevention and Control Facilities

The vulcanization process involves collecting and treating flue gases and odors from nine all‑steel and five semi‑steel vulcanization trenches, supported by 26 sets of odor‑treatment equipment, collection ducts, and sealing systems, with a combined air‑handling capacity of 720,000 cubic meters per hour. The system is currently in normal operation, and sampling and testing have been commissioned to the Dongying Municipal Environmental Monitoring Station. According to the test report, the treated exhaust‑gas parameters meet or exceed the emission standards.

IV. Generation and Disposal of Hazardous Waste

The company’s hazardous waste is primarily generated during the internal mixing process. Waste category: HW08 waste mineral oil; waste code: 900-249-08; hazardous characteristics: toxicity and flammability. The generated waste mineral oil is transferred via the environmental protection bureau’s transfer manifest and entrusted to a qualified entity for disposal.

V. Environmental Impact Assessment of the Construction Project

The 2 million‑unit‑per‑year all‑steel radial truck tire project, Donghuan Construction Preparation No. 25 [2017]; the 6 million‑unit‑per‑year high‑performance semi‑steel radial tire project, Donghuan Construction Review No. 221 [2006] and Donghuan Construction Preparation No. 7 [2017].

VI. Emergency Response Plan for Sudden Environmental Incidents

The company prepared, as required, the Emergency Response Plan for Sudden Environmental Incidents of Shandong Hengfeng Rubber & Plastics Co., Ltd. and submitted it to the Guangrao County Environmental Protection Bureau for record‑keeping in October 2019.
