　　III. Procedures and Main Tasks of the Environmental Impact Assessment

　　1. The procedures for the environmental impact assessment of this project are as follows:

　　① Accept the commission for environmental impact assessment. ② In accordance with the State Catalogue of Classified Management for Environmental Protection of Construction Projects, determine that this project shall prepare an Environmental Impact Report. ③ Review national and local laws, regulations, and standards pertaining to environmental protection, as well as technical and other relevant documents related to this construction project; conduct a preliminary environmental baseline survey and a preliminary engineering analysis. ④ Identify environmental impact factors and screen evaluation criteria, thereby defining the key areas for assessment. ⑤ Based on the environmental status survey and the project’s preliminary engineering analysis, determine the appropriate level of detail for each individual environmental impact assessment component. ⑥ Utilize monitoring data to analyze the project’s environmental impacts. ⑦ Evaluate the environmental impacts of the construction project in compliance with national and local laws, regulations, and standards. ⑧ On the basis of public participation surveys, formulate conclusions regarding the environmental feasibility of the construction project, propose measures and strategies for pollution prevention and control and for improving environmental quality that the project proponent should implement, and provide a scientific basis for decision-making authorities, thereby completing the preparation of the report.
