In accordance with the relevant provisions of the Environmental Impact Assessment Law of the People’s Republic of China and the Notice of the Shandong Provincial Department of Environmental Protection on Strengthening Public Participation and Supervisory Management in Environmental Impact Assessments for Construction Projects (Lu Huan Han [2012] No. 138), this project is hereby made public to demonstrate its compliance with national industrial policies, the major pollutants it will generate, and the mitigation measures adopted along with their effectiveness, thereby ensuring that the general public has the right to be informed and to participate.

In accordance with the provisions of national environmental protection laws, the following is the public notice regarding the environmental impact assessment for Shandong Hengfeng Rubber & Plastics Co., Ltd.’s project to produce 1.8 million sets of butyl inner tubes and tire beads annually:

  I. Brief Description of the Construction Project

  (1) Project Name: 1.8 Million Sets per Year of Butyl Inner Tubes and Beads Project

  (2) Construction Site: East of Diaomeng Road and north of Liqiao Xicun Village Road, Dawang Town, Guangrao County, Dongying City, Shandong Province;

  (3) Project Owner: Shandong Hengfeng Rubber & Plastics Co., Ltd.

  (4) Contact: Yan Dingji

  (5) Contact number: 13864713378

  II. Project Overview

This project uses butyl synthetic rubber and inner-tube adhesive rubber, among other materials, to produce butyl inner tubes and inner-tube tapes. The project is neither classified as an “encouraged” nor a “phased-out” item under the Catalogue for Guiding Industrial Structure Adjustment (2011 Edition, revised), and is therefore an approved construction project.

III. Procedures and Main Tasks of the Environmental Impact Assessment Process

During the project’s operational period, gaseous emissions primarily consist of exhaust from crude refining, open‑mill processing, extrusion, powder spraying, and vulcanization; wastewater is mainly domestic sewage; noise is chiefly generated by equipment such as vulcanizing presses and open‑mill machines; and solid waste includes offcuts, dust collected by dust collectors, filtered impurities, nonconforming products, spent fluorescent lamps, used hydraulic oil, and municipal solid waste.

  1. Waste gas

The exhaust gases generated during the inner tube refining, open‑mill, and extrusion processes are collected by hoods equipped with PVC flexible curtains, treated by one photocatalytic oxidation unit, and then discharged through a 15‑meter‑high stack Y1. Dust from the inner tube powder‑spraying process is captured via ductwork, filtered by a dust collector, and released through a 15‑meter‑high stack Y2. Exhaust from the inner tube vulcanization process is collected by hoods fitted with PVC flexible curtains, treated by two photocatalytic oxidation units, and emitted through two 15‑meter‑high stacks Y3 and Y4. The exhaust from the cushion‑belt refining, open‑mill, and extrusion processes is collected by hoods with PVC flexible curtains, processed by one photocatalytic oxidation unit, and discharged through a 15‑meter‑high stack Y5. Vulcanization exhaust from the cushion belt is captured by hoods, treated by two photocatalytic oxidation units, and released through two 15‑meter‑high stacks Y6 and Y7. A small portion of uncollected exhaust is emitted in an uncontrolled manner from the workshop. After treatment, the project’s emissions have only a minor impact on the surrounding environment.

  2. Wastewater

The domestic wastewater generated by the project is collected in on-site dry toilets and periodically removed; it is not discharged externally.

  3. Solid Waste

Project-generated scrap materials, filtration residues, dust collected by dust collectors, and nonconforming products are collected and sold externally. Waste hydraulic oil and waste fluorescent lamps generated by the project are classified as hazardous waste and must be entrusted to a qualified entity for proper disposal. Municipal solid waste is collected and transported by the sanitation authorities.

  4. Noise

The primary noise sources of the project are equipment such as vulcanizing presses and open‑mill mixers. Following the implementation of effective control measures, including sound insulation and vibration isolation for the equipment, no adverse impact on the surrounding acoustic environment is expected.

  IV. Methods for Public Feedback

In order to implement the spirit of the “Interim Measures on Public Participation in Environmental Impact Assessment” (issued by the State Environmental Protection Administration on February 14, 2006, Document No. Huanfa [2006] No. 28) and the “Notice of the Shandong Provincial Department of Environmental Protection on Strengthening Public Participation and Supervisory Management in Environmental Impact Assessments for Construction Projects” (Document No. Lu Huan Han [2012] No. 138), the environmental impact assessment for this project will be made publicly available online. Should you have any reasonable and constructive comments regarding the environmental protection measures for this construction project, they will be given due consideration and incorporated into the EIA report during its preparation.

Following the conclusion of this public notice, should you have any additional suggestions or comments, you may still submit them to Shandong Hengfeng Rubber & Plastics Co., Ltd.

  V. First Public Notice: Feedback and Explanations on Issues of Public Concern and Related Opinions and Suggestions

During the project’s first public notice period, no telephone calls, written letters, or other forms of feedback regarding environmental protection were received, indicating that the public generally approves of the project and holds a positive outlook for its future.
