Environmental Impact Assessment for the Key Monitoring Area of Shandong Changfeng Tire Co., Ltd.
Second Public Notice
In accordance with the provisions of the Environmental Protection Law of the People’s Republic of China, the Environmental Impact Assessment Law of the People’s Republic of China, and the Regulations on Environmental Impact Assessment of Plans, as well as the requirements of the Measures for Public Participation in Environmental Impact Assessment, the agency responsible for preparing the plan shall, prior to submitting the draft plan for approval, publicly solicit opinions from relevant organizations, experts, and the public on the environmental impact assessment report. The relevant contents of the “Environmental Impact Assessment for the Key Monitoring Site Area of Shandong Changfeng Tire Co., Ltd.” are hereby made public for the second time. The specific details of the public notice are as follows:
I. Overview of Monitoring Points
The monitoring site is bounded by Yong’an Road in Dawang Town to the east, XinHong Chemical Co., Ltd. of Dongying City to the west, Sanxian Village in Dawang Town to the south, and Taihong Chemical Co., Ltd. of Dongying City to the north. It enjoys highly convenient transportation, with relatively flat terrain and favorable landscape conditions. The planned land area covers 1,042,464 square meters, with a total floor area of 810,403.28 square meters, including a gross floor area of 1,366,153.6 square meters counted toward the floor‑area ratio.
The monitoring site encompasses three companies: Shandong Hengfeng Rubber & Plastics Co., Ltd., Shandong Changfeng Tire Co., Ltd., and Shandong Watson Rubber Co., Ltd. The primary industry represented at the site is the rubber tire sector.
Planning period: 2019–2022.
Functional positioning: Guangrao County’s high-end tire industry cluster and Dawang Town’s tire manufacturing cluster.
Industry positioning: Production, processing, and sales of rubber tires, including passenger car radial tires, truck‑and‑bus radial tires, off‑road radial tires, and agricultural radial tires.
Development Goals: From 2019 to 2022, while maintaining overall production capacity at roughly the same level, we will continue to advance the transformation and upgrading of the chemical industry, focusing on improving workplace safety, environmental management, and energy efficiency and resource conservation. Meanwhile, the tire industry will see significant gains in market concentration, radial‑tire penetration, brand value, and quality‑and‑efficiency performance, accelerating its shift toward high‑end, high‑value‑added, and high‑performance products. The level of tire‑industry equipment will reach internationally advanced and domestically leading standards.
II. Environmental Impact Assessment Conclusion
1. All existing enterprise pollution sources within the monitoring area have implemented appropriate treatment measures, and their pollutant emissions comply with the requirements for compliant discharge.
2. Based on current monitoring, the regional environmental quality indicates that SO 2 , NO 2 , CO, O 3 , TSP, PM 10 The daily average concentrations all remain within the regulatory limits, O 3 8-hour concentration does not exceed the standard; PM 2.5 At certain monitoring locations, pollutant concentrations exceed the limits, and the ambient air quality fails to meet the Class II standards stipulated in the Ambient Air Quality Standard (GB 3095‑2012). Based on current monitoring results, total nitrogen and nitrite levels in the Yanghe River segment under assessment exceed the regulatory thresholds, while all other monitored parameters comply with the Class V criteria of the Surface Water Environmental Quality Standard (GB 3838‑2002). According to the evaluation of the current groundwater quality, the groundwater at the monitoring sites is of good quality and generally meets the Class III standards specified in the Groundwater Quality Standard (GB/T 14848‑2017). Furthermore, the current monitoring data indicate that all sampling points within the assessment area satisfy the relevant requirements of the Environmental Noise Quality Standard (GB 3096‑2008), suggesting a favorable acoustic environment. Additionally, the monitoring results show that all measured parameters at the designated sites fall within the risk screening values for industrial land set forth in the Soil Environmental Quality Standard—Risk Control Standard for Soil Pollution on Construction Land (Trial) (GB 36600‑2018), indicating that the local soil quality is satisfactory.
3. The forecast indicates that, from the completion of the monitoring station through the planning horizon of 2022, the regional air quality will be acceptable; the water quality of the Yanghe River will meet the relevant standards; the environmental impacts on groundwater will be within acceptable limits; and the acoustic environment in each functional zone within the monitoring site will be favorable, all complying with the corresponding requirements of the Environmental Quality Standard for Noise (GB 3096-2008) and other applicable standards.
4. The key monitoring site of Shandong Changfeng Tire Co., Ltd. is in compliance with industrial policies, aligns with the development principles and positioning stipulated in the “Shandong Province Functional Zoning Plan,” and conforms to the spatial layout and development orientation outlined in the “Shandong Peninsula Blue Economy Zone Development Plan” and the “Yellow River Delta High‑Efficiency Ecological Economy Zone Development Plan.” It also complies with the “Dongying City Ecological and Environmental Protection 13th Five‑Year Plan,” as well as the ecological functional zoning and environmental functional zoning requirements of Guangrao County, thereby meeting the overarching “Three Lines and One List” regulatory framework.
5. During the subsequent development phase, by implementing the optimization and adjustment recommendations and environmental protection measures proposed in the assessment, strictly controlling project access, conducting scientific investment promotion and vendor selection, and strengthening environmental management, the adverse impacts associated with the plan’s implementation can be effectively mitigated. Consequently, the regional environment will be able to meet the requirements of its designated functional zones, thereby enabling sustainable regional development.
